Trudeau declines to meet Trump because of US precondition

Canadian Prime Minister Justin Trudeau says he offered to go Washington this week to complete talks on renegotiating the North American Free Trade agreement, but says Vice President Mike Pence set a "totally unacceptable" precondition for a meeting.
